Since February 2022 the WHO Surveillance System for Attacks on Health Care has verified more than 3,000 attacks on Ukraine's health system — the highest number it has ever recorded in any emergency worldwide — with about 86% striking hospitals, clinics and other facilities, alongside recurrent 'double-tap' strikes and attacks on ambulances. Under international humanitarian law, medical facilities, personnel and transport are protected; WHO calls each attack a violation.
